Privacy Policy

West County Community Services (“WCCS,” “we,” “us,” or “our”) respects your privacy. This Privacy Policy describes how we collect, use, disclose, and protect personal information through westcountyservices.org (the “Site”). By using the Site, you agree to the practices described in this Policy.

Information We Collect

We collect personal information that you provide directly to us, such as when you sign up for services, submit a membership application, make a donation, subscribe to updates, or contact us. Categories of personal information we may collect include:

  • Identifiers — first and last name, mailing address, email address, telephone number.
  • Commercial information — donation records, membership fees, event ticket purchases.
  • Financial account information — billing and payment card data submitted to complete a transaction. Payment details are processed by our payment processors and are not stored by WCCS.
  • Internet or other electronic activity information — IP address, browser type, operating system, pages visited, referring URLs, and access times, collected automatically through cookies and server logs.
  • Communications — the contents of messages, emails, and form submissions you send to us.

We do not knowingly collect sensitive personal information as defined by the California Consumer Privacy Act (CCPA) as amended by the California Privacy Rights Act (CPRA), and we do not collect personal information for the purpose of selling or sharing it for cross-context behavioral advertising.

How We Use Your Information

  • To deliver the services you request, including membership, programs, and event participation.
  • To process donations and issue acknowledgments.
  • To communicate with you about WCCS news, programs, and services you have signed up for.
  • To maintain, secure, and improve the Site.
  • To comply with legal obligations and respond to lawful requests.

How We Share Information

WCCS does not sell or rent personal information, and we do not share personal information for cross-context behavioral advertising. We may share personal information with:

  • Service providers (for example, website hosting, email delivery, donation processing) who perform services on our behalf and are contractually required to protect the information and use it only for the purposes we specify.
  • Legal and safety purposes — to comply with law, enforce our terms, protect the rights, property, or safety of WCCS, our users, or the public.
  • Business transfers — in connection with a merger, reorganization, or other transfer of operations to a successor organization.

Cookies and Similar Technologies

The Site uses cookies and similar technologies to recognize returning visitors, remember preferences, and measure site usage. You can set your browser to refuse cookies or to alert you when cookies are being sent; however, some parts of the Site may not function properly if cookies are disabled.

Do Not Track Signals

Some browsers transmit “Do Not Track” (DNT) signals. Because there is no uniform industry standard for how to respond to DNT signals, the Site does not currently respond to them.

Data Retention

We retain personal information for as long as reasonably necessary to fulfill the purposes described in this Policy, including to provide services you have requested, comply with legal, tax, accounting, and regulatory obligations, resolve disputes, and enforce our agreements. When information is no longer needed, we securely delete or de-identify it.

Data Security

We use reasonable administrative, technical, and physical safeguards designed to protect personal information against unauthorized access, use, alteration, and disclosure, including SSL/TLS encryption for information transmitted to and from the Site. No system is completely secure, and we cannot guarantee the security of information transmitted over the Internet.

Health Information, HIPAA, and California Mental Health Confidentiality

WCCS provides counseling, behavioral health, and related community services. Health information you provide to WCCS in connection with receiving those services is not governed by this website Privacy Policy. Instead, that information is protected under applicable federal and California laws, including:

  • The federal Health Insurance Portability and Accountability Act (HIPAA) and its Privacy, Security, and Breach Notification Rules, to the extent WCCS or a particular program functions as a covered entity or business associate;
  • The California Confidentiality of Medical Information Act (CMIA), California Civil Code § 56 et seq.;
  • The Lanterman-Petris-Short Act (LPS), California Welfare & Institutions Code § 5328 et seq., where applicable to mental health services records;
  • 42 CFR Part 2 (federal confidentiality of substance use disorder patient records), where applicable to programs receiving federal assistance; and
  • Other federal, state, and local laws governing confidentiality of health and behavioral health information.

Clients and patients of WCCS programs receive a separate Notice of Privacy Practices (NPP) that describes how protected health information is used and disclosed in the course of services and sets out the rights available under HIPAA, CMIA, and related laws. The NPP governs protected health information and takes precedence over this website Privacy Policy with respect to that information.

Please do not transmit detailed mental health information, substance use treatment records, diagnosis or clinical details, or other sensitive health information through this website’s general contact forms, email addresses, or newsletter signup. These channels are not intended or secured for transmitting protected health information. If you need to communicate sensitive information with a WCCS program, please contact that program directly by phone at (707) 823-1640 so that an appropriate, secure method can be arranged.

Your California Privacy Rights

If you are a California resident, you have the following rights with respect to the personal information we collect about you, subject to certain exceptions:

  • Right to Know — to request the categories and specific pieces of personal information we have collected about you, the categories of sources, the purposes for collection, and the categories of third parties with whom we share it.
  • Right to Delete — to request deletion of personal information we have collected from you.
  • Right to Correct — to request correction of inaccurate personal information we maintain about you.
  • Right to Opt-Out of Sale or Sharing — WCCS does not sell personal information and does not share it for cross-context behavioral advertising, so there is nothing to opt out of at this time.
  • Right to Limit Use of Sensitive Personal Information — we do not use or disclose sensitive personal information for purposes that would require this right, so there is nothing to limit at this time.
  • Right to Non-Discrimination — we will not deny services, charge different prices, or provide a different level or quality of service because you exercised your privacy rights.

To exercise these rights, contact us using the information in the “Contact Us” section below. We will verify your request using reasonable measures appropriate to the sensitivity of the information. An authorized agent may submit a request on your behalf with written permission and verification.

California Shine the Light

California Civil Code Section 1798.83 permits California residents to request information about the disclosure of personal information to third parties for those third parties’ direct marketing purposes. WCCS does not disclose personal information to third parties for their direct marketing purposes.

Children’s Privacy

The Site is not directed to children under 13. We do not knowingly collect personal information from children under 13. If you believe we have collected information from a child under 13, please contact us and we will delete it.

Links to Other Sites

The Site contains links to third-party websites. WCCS is not responsible for the content or privacy practices of other sites. We encourage you to review the privacy policies of any site you visit.

Changes to This Policy

We may update this Policy from time to time. The updated version will be indicated by a new “Effective” date and will be effective as soon as it is posted. We encourage you to review this Policy periodically.
